On June 28, 2011, the International Criminal Tribunal for Rwanda (ICTR) transferred the case of Jean-Bosco Uwinkindi, former Rwandan pastor, to the Rwandan national court system. The Referral Chamber decided that Rwanda had shown its capacity to uphold a fair trial. The African Commission on Human and Peoples’ Rights (ACHPR) was appointed to oversee any potential trial issues. Uwinkindi was one of the ICTR’s most wanted criminals, and a $5 million reward was offered for the information that led to his capture.
