On August 23, 2011, the National Election Commission of Liberia distributed defective paper ballots for the constitutional referendum. Voters found errors on the ballot proposing a change to the retirement age of Supreme Court judges. The error left many voters confused when they were casting their ballots. Liberia has struggled with corruption in its criminal justice system for years. Additional issues in Liberia have been raised in the areas of human rights, sexual violence, gender-based violence and poor detention conditions.
